Time of Incident: I dont have exact time but it happened between 6pm-12pm 16th August.
Staff member(s) name(s): Jay Smalley
What happened?: He kept swearing in OOC and was talked to by Dr.Kazino, later he offerded me a beer, i bought it for $50 and gave me a prop, i thought he was giveing me a real beer.
Later on he said screw you to a staff member, a moderator named Vorzan Putin.

I believe the plausibility of this and I don't find it far fetched for Jay.

its funny this. Everyone else was doing it but he dosent complain about them but when i do it for a JOKE!!! he dosent wanna take it so this is a false staff complaint please lock it and also you have been disrespecting and you always pick on me and stuff and you was disrespecting me aswell

The beer thing is simple RP. If a hobo offers you a beer you cant SERIOUSLY expect an actual beer? You can buy the prop for $50 and say "Thank you" as it's RP. Or you can say "no thank you, sir." and that will be that. You paid $50, and got a beer(prop) therefore it is not scamming because you paid and received. As for the saying "screw you". If a mod cant take someone saying screw you they shouldn't be mod at all. Also, by the looks of things brick got that settled so why complain about it now? As for Jays screenshots the first one is Elmar being an asshole by being a grammar nazi (grammar Nazi's are assholes) and the whole aregument is jay getting his own back, then once elmar says something back jay screencaps it again and uses it against him. Jay is failing to show what he said back to Elma. Basically Jay just carried on the argument instead of trying to settle it.
TL;DR Elmar is complaining about the smallest things and Jay is just making it worse. They are both immature.

Jay is a Moderator. We have to expect MORE from him because, as he posted all over Gen. Disc, he wants to become a ADMIN.
