"U have to be on the 2 weeks on server or more" Daniel stated below the moderator/admin tips etc thingy that the two weeks are no longer needed.
"Do you know the rules on this server. Did you know that this is not how we do it here and it is not acceptable" this would be said to the person breaking the rules, though you would need to make this clearer.
1-3 hours, see if you can do 1-5 hours as we all know times can vary.

I suggest getting to know people more, and possibly polishing your app on the next attempt.
