Rope that you can tie someone up with. While tied up, they can't yell, or call the police, only whisper.
They also walk slower.

More likely for obductions, I find it irritating when I take somebody hostage and he doe /911 Joseph obduction.
+1 would make taking somebody hostage more realistic, and when police is dealing with multiple suspects, instead of risking being randomly shot by one of 3 people they simply temporarely tie somebody while investigating.
