The thing is, as long as there isn't another fading door behind it connected to a new keypad it isn't against the rules. Basically what he has done is limit the thieves to open it with crackers making lockpick useless. Not many know about this but it's actually allowed. If it wasn't, there wouldn't be a point in selling keypad crackers.
